Job Description

The Protection Field Officer for Butuan is expected to assist the Protection Delegate and the management of the Butuan Sub-delegation in managing the activities to safeguard the rights and dignity of beneficiaries affected by the armed conflict. The post holder is responsible for implementing the protection activities in the Area of Responsibility (AoR). This role involves assessing and monitoring the condition of detention at the places of detention and the treatment of detainees from a humanitarian perspective. Also, the post holder will work with two Field Officers in the Protection Team for the Protection of the Civilian Population and the Protection of Family Links.

MAIN RESPONSIBILITIES

  • Implements and monitors the application of the delegation’s protection strategy in Place of Detentions under BUU AoR in coordination and under the supervision of the Protection Delegate. 
  • Contributes to the design of protection activities in detention while making efforts to promote a multidisciplinary approach.
  • Ensures individual follow-up of security detainees and allegations of arrest in line with the delegation detention strategy/guidelines. 
  • Leads in drafting Detention Visit Reports, Interview Without Witness, Working Papers and/or other reporting requirements in a timely manner and in accordance with existing detention guidelines/workflows. 
  • Leads the smooth implementation of the Family Visit Program (FVP), including follow-ups required with families or beneficiaries, regular review of dormant cases, preparation of monthly FVP visits, in accordance with established guidelines.

Qualifications

REQUIRED PROFILE

  • Bachelors' degree relevant to the work of the ICRC
  • Exposure in context analysis, project management, networking and building relations
  • Knowledge in detention policies, guidelines and procedure including mode of actions
  • Good understanding of the political and social context of Mindanao
  • Must know how to communicate in English, Filipino, and Bisaya
  • Yakan and Tausug communication skills an advantage
